International Conference on ASEAN’s Reinforcement and Regional Governance

Dr Christine Cabasset (IRASEC Associate Researcher) and Dr Benjamim Corte-Real (INL-University of Timor-Leste) organised an international seminar on "Strengthening Asean and Regional Governance" on 11 December 2013 in Dili. Three sessions were successively held on the themes "Politics and Security", "Asean and Regional Security", "Social-Economic Issues" (details in pdf document).
The seminar was hosted by the Secretary of State for Asean Affairs at the Ministry of Foreign Affairs of Timor-Leste. It was attended by an audience of 200 people, including several prominent East Timorese and foreign officials.
During the opening session of the day, Christine Cabasset thanked the personalities who had made this meeting possible, first and foremost the French Ambassador Corinne Breuzé and the Head of the French Delegation for Cooperation with Asean André de Bussy, both represented on site by Mrs Aurélie Seguin.
France’s support was also underlined by Benjamim Corte-Real, co-organiser of the seminar for UNTL, Director of the National Institute of Linguistics (INL) and former Rector of UNTL (2001-2011), and by the State Secretary for Asean Affairs. The European Union delegation was represented by Ambassador Sylvie Tabesse.
José Ramos-Horta, Nobel Peace Prize winner (1996), President of Timor-Leste (2007-2012) and current (since January 2013) Special Representative of the UN Secretary General and Head of the UN Peacebuilding Mission in Guinea-Bissau, opened the session with a presentation of approximately 40 minutes on the Asean and Asian context.
Among the East Timorese personalities present : Roberto Soares, Secretary of State for Asean Affairs ; Babo Dionisio Soares, Minister of Justice ; Francisco Guterres ’Lo Olu’, President of the political party Fretilin and former President of Parliament (2002-2007) ; Aurelio Guterres, Rector of UNTL ; Aderito Soares (including as a speaker), Commissioner of the Timor-Leste Anti-Corruption Commission (CAC) ; Francisco Miguel Martins, UNTL Vice-Rector for Postgraduate Studies and Research ; Ligia Correia, UNTL International Cooperation Officer ; Francisco Martins, UNTL Dean of the Faculty of Medicine. Also present were several National Advisors to the Presidency of the Republic and to various ministries, as well as a large number of UNTL teachers and students.
Among the foreign personalities present : Ambassador Sylvie Tabesse (including as a speaker), Head of the European Union Delegation to Timor-Leste, as well as Luis Godinho, Political Advisor to the EU Delegation ; Miles Armitage, Ambassador of Australia ; Tajul Mohammad, Ambassador of Malaysia ; Tawatchai Koopirom, Ambassador of Thailand ; María Aileen H. Bugarín, Ambassador of the Philippines ; Nos. 2 and 3 of the US Embassy ; Tracey Morgan, Honorary Consul of Great Britain ; Aurélie Seguin, IFI representative in Timor-Leste ; Shane Rozenthal, Asian Development Bank (ADB) Resident Representative for Timor-Leste, as well as Brett Williams, ADB consultant on Asean ; and Hans Beck, Senior Economist at the World Bank in Timor-Leste
IRASEC was given a high profile during the day with the presence of Christine Cabasset and Bruno Jetin as speakers, and François Robinne, Director of IRASEC, who recalled the importance for the Institute of working with our local partners.
