Taiwan-Vietnam Collaboration in High-Tech Industries under Regional Supply Chain Shifts

Vietnam is increasingly positioning itself as a strategic high-tech hub in Southeast Asia, actively leveraging Taiwanese investment and expertise under the New Southbound Policy Plus. This study examines how Vietnam attracts high-tech investment in semiconductors, electronics, and precision manufacturing to strengthen industrial capacity, foster innovation, and integrate into regional supply chains amid the China Plus One trend. By analyzing investment flows, policy incentives, industrial partnerships, and knowledge transfer mechanisms, the research highlights Vietnam’s proactive approach in shaping the impact of foreign collaboration. The findings reveal that while Taiwan diversifies production and expands regional influence, Vietnam benefits from technology transfer, skills development, and industrial upgrading, all of which support its long-term economic and strategic objectives. This case illustrates the nuanced interplay between national strategy, cross-border high-tech collaboration, and regional supply chain dynamics, demonstrating how Vietnam navigates opportunities and challenges to emerge as a competitive player in the Indo-Pacific high-tech landscape.

 

Trần Thị Mộng Tuyền is a Vietnam Tech Policy Fellow at Pacific Forum (U.S.) and a PhD Scholar at National Chengchi University (Taiwan), specializing in geopolitics and high-tech. She previously served as a Visiting Scholar at National Taiwan University. Additionally, she was a Handa Fellow at Pacific Forum and has participated in the Young Leaders Program.
